Positioning of Youth in the NDC Update Process in Costa Rica 2025

This document presents the proposals constructed by Costa Rican youth for the update of the Nationally Determined Contribution (NDC) 2025, focusing on two strategic axes: Oceans and Action for Climate Empowerment, under a SMART methodology that ensures clear, measurable, and achievable objectives. More than a set of technical recommendations, the document expresses a collective stance that vindicates the active and fundamental role of youth in national climate governance, demanding real inclusion, transparency, and effective accountability mechanisms. This instrument seeks to propose full participation in decision-making and contribution to building a more just, resilient, and sustainable Costa Rica, aligned with international commitments and principles of social justice.
